[7± Minute Read on a Declaration of Freedom]

Dear Philadelphians,

I’m writing this letter to you today because, like so many of you, I am deeply concerned about where Philly is headed, and I know we can’t survive four more years of doing the same thing over again and expecting the same results. www.PhillyMayor2028.com is the only mayoral platform built without corporate cash, special interest groups, or party machine bribes. If you want focus-group soundbites while your block crumbles, look somewhere else. Philly was forged by patriots, working-class muscle, late night front step conversations, and mom-and-pop store owners who never backed down. What you are reading isn't a list of empty campaign promises, but a declaration of freedom for every block from Byberry to the Navy Yard and from Front to 69th and beyond. Teen takeovers happen endlessly, rents have turned into mortgages, and electric bills have quadrupled because career politicians cancelled common sense. This is a zero-dollar, people-powered restoration movement built for everyone who wants our city to work again.

To take back our streets, it’s time to "Bristol Stomp" out the root of our problems and give families a reason to stay. If elected, I’m asking every Philadelphian who left us to come home, and everyone thinking of leaving to help us stay rebuild before it’s too late. From a broken SEPTA system to an overreaching parking authority, it’s gone too far. Born and raised here, I started working at fifteen, earned a black belt after 22 years of martial arts, and while not a combat veteran served honorably in the U.S. Marine Corps and am happy for the support the VA gives me. taught in some of our toughest classrooms. From St. Thomas Aquinas to The Ellington, I have the lived experience and work ethic required to lead Her back to greatness.

Common sense is street-smart survival requiring zero academic degrees, you just need situational awareness and pattern recognition. My journey shifted from leading March on the DNC and progressive marches a decade ago to championing classical liberal, moderate, and common-sense conservative values. The story I want to get out began when I became a full-time family caregiver for someone I call my little brother who sustained a childhood traumatic brain injury in a near drowning accident at age 5. By transforming personal hardship into public policy, I helped build a consumer-directed home care model that proves real leadership is doing the hard work without needing a spotlight. Grounded in William Penn’s Peace Treaty and his 1684 prayer at City Hall, we must repeat his tenets daily and fix what career politicians broke.

“And Thou Philadelphia the virgin settlement of this province named before thou wert born, what care, what service, what travail have there been to bring thee forth and preserve thee from such as would abuse and defile thee. O’ that thou mayest be kept from the evil that would overwhelm thee, that faithful to the God of thy mercies in the life of righteousness, thou mayest be preserved to the end. My soul prays to God for thee that thou mayest stand in the day of trial, that thy children may be blest of the Lord and thy people saved by His power….” ~William Penn, 1684

Our city government currently functions about as well as the press-and-release flap on an Entenmann's box. City Hall leaves empty police cars on corners while piling on taxes and breaking promises. Mismanagement drives businesses away, leaves storefronts empty, and lets dirtbike swarms hijack our streets while law-abiding drivers get ticketed insane amounts for driving a few miles over the speed limit. I’ll audit every single department to hold bureaucrats accountable for every hard-earned tax dollar and repair the unseen cracks in our Liberty Bell that our leaders for decades have left us with.

Strip away fancy academic words, and "the means of production" just refers to the tools used to create wealth. Marxism leads to socialism, and socialism leads to communism—handing total control to elites who dictate your needs. Don’t give me that Norse Model crap. Calling it "democratic" socialism is like putting jimmies on a Walmart Brand and pretending it’s Bassetts—you’re still voting for full government control. My resolve is as simple as what goes in a Philly pretzel: we will audit agencies, wipe out waste, fraud and abuse, eliminate BIRT taxes, bring down our debt, and defend individual self-reliance.

Career politicians sell “wiz-wit” promises of "free" services to desperate neighborhoods just for votes, then vanish. Taxing ambition drives productive families straight to the suburbs and other states that they know are working for them. Identity politics divide us by turning neighbor against neighbor instead of hiring the most qualified candidate. As 19th-century Black abolitionist and capitalist William Whipper proved, wealth earned and properly invested is the shield of independence. Free enterprise, meritocracy, and living wages are what lift us up.

Rescinding sanctuary city policies and backing the PPD must come first. It’s time to “Refund the Police”. City Hall needs to stop commenting on international affairs and focus strictly on our own blocks. We aren’t buying manipulated crime data either; real safety means ending cashless bail, eliminating the cartels, and aggressively prosecuting carjackers, robbers, and violent felons. By shifting deputy sheriffs to handle more administrative tasks and non-violent offenses, we free up full-time officers to focus entirely on stopping serious crime and human trafficking.

Homelessness, open-air drug markets, and addiction have generated enough evidence to declare a citywide emergency. You wouldn't let your grandmother with dementia wander onto the Boulevard, so why enable the unhoused to die on our pavements? We’ll enforce bans on public drug use immediately, using court-directed petitions for mandatory shelter and recovery pathways. Through what I call "Operation On the Path," we are moving toward some level of involuntary removal, outlawing panhandling, preventing mental health from affecting upstanding residents, boost pay for biohazard cleanup crews, convert PPA meters into what I call "Liberty Meters" to fund real rehab, and deploy a "Philly Pest Hotline" to eradicate rowhome infestations like rodents, cockroaches and bedbugs.

I’m rebuilding a vibrant 24-hour city where you can take the sub at 3 AM from Olney to Ellsworth, grab some scrapple and dippy eggs at the Broad Street Diner, and get home safe. Enforcing tough laws is tough love, and no uncooperative prosecutor will rescue repeat offenders on my watch. Because I refuse campaign donations, I’m running a zero-dollar "Shout out the Window" movement that ends "councilmanic prerogative." The only way we beat the machine is if voter turnout is so overwhelming that 3 out of 4 Philadelphians show up and make it too big to rig.

Bureaucracy has paralyzed Philly, which is why we are restoring a "Strong Mayor" era with Green Tape efficiency to clear L&I delays in less than 30 days. My executive pen will move faster than a racehorse on Sassafras Street—stopping any city-run stores, bringing back Zipcar and making traveling in our city more enjoyable, and canceling the Roundhouse demolition movement to build our world-class Philadelphia Police and Defense History Museum which demonstrate our failures and highlight our successes as a city. We will also fight like hell to reopen the Academy of Natural Sciences Parkway building so our kids can access real science education.

My four-year plan delivers immediate results starting Day One and you can find all of that information on our website. Year One launches a Safety Blitz with what I call 'Proportional Force Plus' policing—there shouldn’t be a fair fight with a criminal, a 9:00 PM youth curfew, 400 foot-patrol cops, NFC tap-enabled student IDs, property tax freezes, and newly designed mandatory school uniforms. Year Two brings the 24-to-48-hour "Philly Fix It" hotline in addition to revamping our 311 hotline—you want it fixed, it will be fixed, 18-month build-or-forfeit Land Bank auctions, reestablishing ourselves as the manufacturing capital of the world, contextual rowhome design rules to prevent the eyesores of brutalism, and the Philly Perks Network. Year Three I’ll “Refund the Police" to 8,000 sworn, fit, well-equipped and loyal officers and I’ll strip away PPA from Flock camera surveillance and get back to being a parking authority, enact the Philly Conservation Plan, lease digital billboard rights for passive revenue, and launch youth-led cleanup trade apprenticeships. Year Four installs permanent community policing, we will build back civic pride, restore our beauty, rename the South Street Bridge to the Liberty Bridge, declare and promote "215 Day" to those who don’t even know about it, overhaul the city website which will outdo any other city in the country, and launch the "Liberty Never Sleeps" 24/7 tourism campaign.

Our movement combines common sense and the best and brightest ideas from all sides to return future surpluses directly through tax cuts and lowered utility bills. Philly needs a caregiver right now and my commitment to direct care work is deeply personal; as Mayor, my little brother will become the “First Brother” of Philadelphia, bringing the lived experience of disability straight into City Hall. To guarantee ultimate accountability and the true voices of Philly, we are launching "The People's Portal"—a secure, geo-fenced local WiFi voting app where verified Philadelphians directly decide major civic policies. We’ll also mandate live HD streaming of every municipal meeting and a real-time spending dashboard so City Hall answers directly to you.

To lead Philadelphia is not to hold a title, but to appreciate the temporary stewardship of an office that belongs entirely to its citizens. Progress relies on a balanced community: tearing down job creators does not elevate the worker, and attacking the wealthy does not lift up the impoverished. The most enduring way to support people is to give them the tools needed to achieve autonomy so they can demonstrate what they are fully capable of doing for themselves.

There are winners and losers in an unfair world and the time for coming in second place is over and with me, it’s “Philadelphians First.” That's why I am officially declaring my run as an Independent for Mayor of Philadelphia to be elected in 2027 so I can hit the ground running on January 1st, 2028. We will stand as tall as William Penn’s hat and as grounded as the ashes beneath Washington Square. This city doesn't belong to political bosses, union heads, or political circuses—Philly belongs strictly to the people who live, work, and raise their families here. So, lock arms with me and let’s rescue our city together. Go Birds!

Sincerely,

Daniel L. Curcio,

Philly Mayor 2028
