This section outlines an uncompromising law-and-order strategy to restore safety by ending sanctuary policies, reforming the police and sheriff departments, expanding legal self-defense, and cracking down on real crime instead of hiding behind artificial statistics.
Lynne Abraham
Exposing how radical sanctuary policies and attacks on our police force prioritize illegal offenders over law-abiding working families who want to keep our neighborhoods safe.
Reaffirming that our inherent rights come from a higher power and that the Constitution protects our safety, rejecting the fake moral high ground of elites who label disagreement as the enemy.
Demanding that city government stay out of international distractions and focus strictly on backing our police force so Philadelphia can thrive again.
Cutting through artificially low crime statistics and underreported data to confront rampant lawlessness, ending cashless bail, and demanding harsh sentences for delinquents.
Shifting off-duty police hours and creating dedicated, specialized crime units to target missing children, cold cases, and serious offenses with maximum impact.
Demanding a full forensic audit, weapon inventory, and strict accountability before handing any expanded civil duties or taxpayer money to the Sheriff's Office.
Reforming the Home Rule Charter to expand the Sheriff's civil mandate—taking over traffic control, evictions, and low-level warrants—so police officers can return to fighting neighborhood crime.
Exposing "over-policing" as a destructive political buzzword and drawing a hard line in concrete to empower our cops and restore pride to the badge.
Modernizing local ordinances to expand access to distinctly marked non-lethal defense launchers, pepper sprays, stun guns, and lawful firearm carry so citizens can protect themselves.
Championing legal protections for Good Samaritans who act reasonably to defend their neighbors, while strictly prohibiting vigilantism and prosecuting violent aggression to the fullest extent of the law.

Sanctuary City Policies do four things: They allow for illegal immigration and defend them over you; They drive down wages because they work for less and in some cases room and board which makes competition against Philadelphians tougher; They make housing more expensive because there is less availability and competition in the housing market; And an increased population, time after time, demonstrates higher crime stats. The Socialist-communist agenda is destructive to working families across our region because it’s been packaged as a golden egg, but it’s only bait youse guys. Radical policies are destroying Philadelphia from within. By protecting sanctuary city policies and undermining the Philadelphia Police Department, city leaders choose illegal offenders over law-abiding citizens and upstanding immigrants who want to become 'Hoagiemouths’. If you want those sanctuary laws, just wait till we give them downpayments for homes when the working-class poor played by the rules their entire life, paid rent or a mortgage every month, and don’t even have a nest egg. If this isn’t enough, the opposition believes the government should control the economy by dividing people into a warring caste system, instead of letting individuals succeed through autonomy and hard work. If you are here illegally, with no intent to acquire citizenship, you better be packing your bags now because you’ll have hell to pay if I get elected.

The Declaration of Independence stated that our rights are inherent and universal—given by a higher power or nature, not by any government—while the U.S. Constitution was written to legally protect and secure those rights. The First Amendment teaches us that nobody has the right to go through life protected from offense, insult, or hurt feelings. The Second Amendment gives every single one of us the constitutional right to live our lives in peace and safety. In the gradual softening of our society and the weakening of man with their anti-freedom agenda, elites take a fake moral high ground just to label anyone who disagrees with them as the enemy if you aren’t on their side. Did you ever notice the opposition is all about love, until you completely disagree with them?

The real villain is the one who takes away your attention from the real problem Philly has and they will focus on National Politics just to divert your attention. I call these “Cat-Clicker Policies”. Our city government must stay completely out of issuing official commentary on international politics unless it directly impacts or affects us, because these opinions don’t help a single working family living here in any way, shape, or form. It’s all meant to clickbait you to look the other way when the actual problem is right here at home. Working families don’t care about distant geopolitical arguments when they’re struggling every day to survive physically, emotionally, psychologically, and financially. People in Philly want money back in their pockets, complete serenity, government out of their business and a true sense of security. They not only want to see cops back on the street, but cops who are actually allowed to do their job without feeling they’ll be penalized for every little fart. Philadelphia wants to do more than survive; She wants to thrive, and it can’t do that without a strong police force and without partnering up with federal agencies to help make our city shine!

If Jeffrey Dahmer were around today, the fake news media would say, he was just a neighborhood man who was hungry and looking for food. That same thing happens today and we are like, "Uwishunu buddy!" The Mayor pushes “data” and “statistics” that Philadelphians simply don’t believe. We know the city is just artificially lessening how crimes are classified, which is paired with underreporting data. Lessening legal crime definitions and underreporting are not law and order, and pretending otherwise is destroying our neighborhoods. True relief only happens when murders, rapes, robberies, carjackings, felonies, retail burglaries, and intimidations are aggressively driven down through actual law enforcement, which will eliminate the food and retail desert crisis. We need to end cashless bail and prosecute these delinquents with harsh, unpleasant sentences. We must focus strictly on our own streets and restore safety and sanity before anything else. This is vital to bring back the city that many of us used to know. Who wants to live in Gotham where the gangs, sickos, human traffickers, repeat offenders, the soulless, and the worst of society rule us? Do you really want a city where illegals get more of an opportunity than foreigners who’re living here and playing by the rules? Do you want to live in a city where you can’t report crime because if you do it is profiling? This is what lawlessness looks like. This summer alone, 2026, Center City District has had ongoing riots and flash mobs. Actual crime isn’t reported on the news, just to glorify our current mayor who bows down to Larry Krasner. I know; I live here. What makes me even more heart broken is that if Center City is bad, imagine what people living in the neighborhoods go through daily.

Much of all of the problems we have in Philly just seem like well-thought-out common sense could do the job to solve it. Hear me out for a sec. Currently, we rely on general district detectives because we lack specialized police task forces for missing children, etc.; establishing dedicated crime units must be a top priority to protect our city's youth. Furthermore, we are fully open to forming other specialized police task forces from the very beginning to ensure comprehensive coverage of critical safety issues and meet emerging community needs. By shifting off-duty police hours away from private retail security and other commercial jobs, we can prioritize the Philadelphia streets that should have come first anyway. Making positions within specialized task forces more appealing to off duty police who want more shifts, will allow us to focus our public resources and law enforcement where the city needs them most. Real, targeted municipal incentives will allow us to direct our sworn officers precisely toward things like solving serious crimes, closing cold cases, and finding missing persons and assisting with human trafficking to name a few.

Before we expand the Sheriff’s Office mandate to lift administrative burdens off our police officers, we have to clean house and demand total accountability. While the Sheriff is an independently elected row officer, the Mayor controls city budget allocations, municipal property, and the investigative authority of the Office of the Inspector General. On Day One, I will order a full, independent forensic audit alongside the City Controller to confront years of alleged off-budget financial mismanagement, illegal no-bid contracts, and attempts to pad executive pay using deputy funding. We will immediately order a mandatory physical inventory of the department's armory to account for every single missing or unverified firearm, eliminate the severe operational backlogs choking real estate deeds and sheriff sales, and institute strict protection for whistleblowers who expose internal misconduct. We aren't handing expanded civil duties or additional taxpayer dollars to any agency until every record is audited, every weapon is accounted for, and basic integrity is restored to the department.

Normally, I would never ask anyone to vote “Yes” on questions to make amendments to our Home Rule Charter, but we need to go back to the basics. Don’t worry, if elected, I will let the public know what these questions are about in plain language because they are never available at the voting booth. To give the Philadelphia Police Department the breathing room they need to do their actual jobs, I will use my executive authority to push City Council to reform our Home Rule Charter specifically for this. Right now, our police officers are stretched thin by administrative duties and specialized civil tasks. We need to expand the Sheriff’s Office operational mandate so they can take over these vital, non-violent responsibilities. By shifting specialized tasks like managing traffic flow, large event security, bench warrants, low-level shoplifting cases, standard hospital details, abandoned car towing, city festival crowd control, eviction security, minor city violation processing, and enforcing domestic violence orders over to deputy sheriffs, we will instantly lift a massive administrative burden off our police force, giving the sheriffs a reason to want to be sheriffs again. This policy change will free up full-time police officers, allowing them to focus their undivided attention, training, and energy where we need them the most: preventing, stopping, and solving crime in our neighborhoods.

We don’t have an over-policing problem in a city fighting this much crime; "over-policing" was just a political buzzword designed to dismantle law enforcement, and this policy does the exact opposite by letting our cops actually do their jobs. For too long, political rhetoric has handcuffed our department, but we are drawing a hard line in freshly placed concrete like a SEPTA bus moving through the 1500 Block of South 8th Street. We are making a clear distinction of no longer mistaking cutting back on enforcement for smart resource management. True leadership isn't about shrinking our police presence; it's about deploying it with maximum impact. Real, targeted municipal incentives will allow us to direct our sworn officers precisely toward things like solving serious crimes, closing cold cases, and finding missing persons—giving them a reason to want to be cops again. By stripping away the endless government overreach and low-level distractions that burn out our force, we are restoring pride to the badge. We are putting our law enforcement resources back where they belong—on the front lines, protecting the law-abiding citizens of Philadelphia.

My highest priority is the safety of every Philadelphian, which requires providing our law-abiding citizens with the legal, practical tools to protect themselves and their families at home or in the streets. While we remain relentless in removing illegal, lethal firearms from our neighborhoods, we must also modernize our local ordinances to recognize the validity of responsible self-defense across the entire spectrum of personal protection. To that end, I will directly push City Council to reform Section 10-810 and other restrictive sections of the Philadelphia Code that carve out practical, commonsense exemptions that allow for the public possession of distinctly identifiable, less-lethal defense launchers, high-velocity pepper sprays, and modern electroshock tools like civilian TASERs, while simultaneously modernizing our local rules to protect the right of responsible, permitted gun owners to carry a real firearm for their protection. To ensure this transition prioritizes both citizen empowerment and officer safety, we’ll establish clear guidelines for these expanding technologies. We have to create explicit manufacturing standards requiring all less-lethal compressed-gas projectile launchers to be produced in high-visibility, distinct colors—such as safety orange or bright yellow—to eliminate any split-second confusion with real firearms on our streets. We’ll remove outdated local barriers to modern civilian-grade Conducted Energy Weapons (CEWs) and stun guns, implement city-backed safety standards for enhanced-strength chemical deterrents like high-grade pepper sprays and tear gas formulas, and reform overly broad local restrictions on everyday defensive cutting tools and alternative hunting or sporting implements like knives and crossbows. By safely expanding access to regulated non-lethal force, clearing the way for lawful permitted firearm carry, and removing archaic bans on traditional tools, we can empower our community members to deter crime and defend their personal safety without adding to the tragedy of gun violence in our neighborhoods. Then by the time my term is up you won’t need them anymore and you can sell them on eBay.

Philly thrives when neighbors look out for each another. Right now, Pennsylvania’s Good Samaritan laws protect those who step up in medical emergencies, ensuring that anyone offering first aid or reporting an overdose in good faith is shielded from liability. But we must take this spirit of mutual protection a step further. We need to ensure that citizens who stand up to protect the physical safety of their neighbors—and themselves—are equally shielded from unfair prosecution. I’ll advocate for clear legal protections for Good Samaritans who act reasonably and in good faith to protect their fellow citizens from imminent physical harm in public spaces, ensuring that those who defend the vulnerable are treated fairly under the law. Let me be entirely clear: these expanded self-defense options are intended strictly for the good, law-abiding citizens of Philadelphia, and anyone with a criminal history or domestic abuse will be completely excluded from these protections and prosecuted to the fullest extent of the law. This isn’t an invitation to lawlessness and isn’t a license to hurt. True Good Samaritans act out of necessity to preserve life, liberty and pursuit of happiness to others, never out of a desire for vengeance or to seek out conflict. Vigilantism will not be tolerated in Philadelphia; those who cross the line from protection into aggression will face the full weight of the justice system. For the peaceful citizen forced into the worst-case scenario, the law must have your back. Should City Council refuse to act on these vital reforms, including but not limited to self-defense, I will bypass the gridlock by utilizing my full executive authority to direct the Philadelphia Police Department to deprioritizethe enforcement of these outdated local ordinances against peaceful, law-abiding citizens who are simply protecting their lives.
