Year One hits the ground running by shattering police impunity, deploying a Day-One safety blitz with "Proportional Force Plus" tactics, freezing property taxes, slashing BIRT and wage taxes, and overhauling school discipline, uniforms, and academic standards.
George Henry Boker
Guaranteeing full legal defense, administrative due process, and unambiguous policy clarity under a new "Proportional Force Plus" standard so officers never second-guess their safety calls.
Ending catch-and-release on Day One, rescinding Sanctuary City policies, and targeting retail thefts, carjackings, and open-air drug markets with decisive tactical dominance.
Equipping officers with advanced non-lethal technology and mixed martial arts ground-control tactics to safely subdue suspects without relying on outdated gear.
Implementing a city-wide 9:00 PM youth curfew and deploying 400 foot-patrol officers directly onto neighborhood commercial corridors within the first 100 days.
Bypassing an uncooperative District Attorney through direct federal partnerships and task forces to ensure violent criminals face immediate accountability.
Executing a complete line-item audit, freezing residential property taxes for 24 months, and permanently cutting the Wage and BIRT taxes.
Gradually lowering the BIRT, aggressively collecting delinquent property taxes, regulating new municipal debt, and restructuring retirement obligations.
Appointing a new school board to champion foundational literacy, screen-free learning, parental rights, virtuous living, and unified student uniforms.
Rebuilding foundations by eradicating moral relativism, introducing digital facial recognition student IDs on day one, and establishing clear pathways from diplomas into military or civil service careers.
Prioritizing full funding, smaller caseloads, and mandatory parental inclusion for special education students to end decades of institutional neglect.

We’ll stand firmly behind our officers by guaranteeing full legal defense when they act in good faith and providing the direct, clear policy clarity they need to protect our neighborhoods without second-guessing. While state limits like the Tort Claims Act set boundaries no mayor can unilaterally override, I will leverage every administrative, contractual, and executive tool in City Hall to ensure our officers aren't left out to dry when they do their jobs by the book. That starts by directing the City Solicitor’s Office (our law department) to vigorously defend any officer targeted in civil suits when they act in good faith and follow department policy. During collective bargaining negotiations with the Fraternal Order of Police, we will solidify legal defense funding, guarantee rock-solid administrative due process, and ensure robust post-incident care for our men and women in blue. Above all, we will eliminate the vague, timid guidelines that force cops to second-guess split-second safety calls. By providing unambiguous enforcement directives under our 'Proportional Force Plus' standard, we protect our officers from unnecessary legal exposure while giving them the absolute confidence required to take back our streets.

At the start of my first year, my administration will execute a time-bound strategy starting on Day 1 by issuing executive orders to rescind Sanctuary City policies and direct police leadership to crack down on retail thefts, armed hold-ups, prevent flash mobs, and carjackings. Starting on Day One, the days of catch-and-release are officially over in Philadelphia—if you break the law on our streets, you will be arrested, prosecuted, and held accountable. Criminals will have 24 hours to get off the street, and they will go from predator to prey starting January 2nd, 2028. Thugs will think twice before they walk up to someone and pull a gun or a rifle on them. To restore law and order, we are introducing a common-sense standard for law enforcement: 'Proportional Force Plus.' While police force must always be measured and legally justified, we will never ask our officers to enter a fair fight with a criminal. If met with physical resistance, an officer's response will match the level of the threat—but with the superior training, tactics, and specialized equipment required to decisively take control. A street fight with a criminal should never be a coin toss. By establishing clear guidelines for tactical dominance, we protect our officers and end dangerous encounters swiftly, keeping our neighborhoods safe. Soft on crime laws officially end with me. For me, social justice exists when an offender serves long, hard time in a tough, rigid, and strictly disciplined environment—one that remains humane but stays unpleasant enough that every single day spent sitting in that cell serves as the ultimate, inescapable deterrent.

Under my 'Proportional Force Plus' standard, we are backing our officers by giving them every shield, advantage, and piece of armor needed to take total control of a dangerous encounter before it escalates. Under me, cops are done playing defense and our men and women in blue shouldn't be forced into a fair fight or left relying on outdated gear; they deserve maximum protection and backup. They also need to have an absolute 'Right to Try' cutting-edge, less-lethal innovation options to stop criminals cold. Let me be clear, we don’t want to kill our criminals, but to subject them to harsh consequences after they commit a crime. All I need is one example and there will be no thug left in Philly because they will changed their behavior overnight. In addition to high-tech firearms, we will equip our department with the full spectrum of modern non-lethal technology—from electronic Tasers, muzzle attachments like The Alternative, beanbag rounds, and 40mm foam batons, to pepper-ball launchers, Kevlar BolaWrap tethers, restraining blankets, and rapid wrist-binding systems. When paired with advanced ground-control tactics derived from mixed martial arts, wrestling holds, pressure-point defense and elimination of the threat tactics, our officers will bridge the gap between verbal warnings and deadly force, giving them the tools to safely subdue combative subjects while keeping themselves out of harm's way. I don’t have a problem with ending the life of a criminal where the officer had no other option. Police have been on trial in this city for the past 25 years, those days are gone.

Until we get this city under control, I will submit a city-wide 9:00 PM youth curfew proposal to City Council under a new “Youth Safety and Community Support Ordinance” exempting minors who are working, accompanied by an adult, or attending official events, and enforcing it through community-based resource centers rather than criminal arrests, unless those centers fail. Within my first 100 days, I’ll reallocate internal administrative budgets to deploy 400 foot-patrol officers directly onto neighborhood commercial corridors while launching a joint city-state enforcement operation to dismantle open-air drug markets within three months. These beats on the street will take them back, locking in a hardline force of 4 to 6 dedicated officers in every single neighborhood sector to smash the crime wave, protect honest citizens, and restore law and order to Philadelphia. When I was a kid, Philadelphia was filled with things to do at night, and there were even non-alcoholic night clubs. I’m not saying that the only reason mischievousness is happening is because kids don’t have anything to do; I’m saying that misbehavior is a multi-issue problem.

How do we get around Uncle Larry’s office? Look, it’s all or nothing. We either put the criminals behind bars, or we go another four years playing around with them. You are on this page because you don’t want to keep doin’ the mess around. So, I will stop the revolving door for criminals by bypassing the District Attorney's office through direct partnerships with federal prosecutors, funding dedicated police task forces, and coordinating directly with federal interior immigration enforcement. I must support and defend the Constitution of the United States, Pennsylvania, and the Philadelphia Home Rule Charter against all enemies, foreign and domestic, bearing true faith and allegiance to the same. To fulfill this oath, this administration will utilize its full executive authority to restore public safety—strategically reallocating municipal law enforcement resources, tightening city budget allocations to non-cooperative prosecutorial units, and publicly leveraging the mayoral platform to hold failing justice system actors directly accountable to the citizens of Philadelphia. We will no longer allow political ideology to compromise public safety; those who weaponize the justice system to protect criminals instead of victims, because we need to love the criminals, will find the full, unyielding legal and administrative weight of the mayor's office standing directly in their way. In other words, we will use every legal, federal, and budgetary leverage point available to bypass an uncooperative DAO and hold failing justice system actors directly accountable. I cannot reiterate this enough that the days of “catch and release” and “cashless bail” are over.

To fix our finances, I’ll immediately execute a complete line-item audit across every city department to eliminate waste, fraud and abuse and then submit a municipal budget proposal demanding City Council freeze residential property taxes for 24 months while permanently cutting the Wage Tax and the Business Income and Receipts Tax to give workers and local businesses immediate relief. We also reduce the debt by cutting out absurd programs and divert that money back into programs that work and the other unused part to reduce our debt. To ensure our commercial corridors remain safe and thriving, we will expand the Center City District Safety Patrols to deliver visible, smart civilian security. All safety patrollers should be those interested in defending our city, not just a job. This structure optimizes resource allocation, keeps officers focused on critical, specialized police work, and ensures local businesses remain fully protected—creating a true win-win for Philly’s public safety and local economy. One of my most important goals will be to end the Sugar Tax by the end of my term.

I believe that gradually lowering the city's heavy BIRT keeps residents and employers from fleeing to the suburbs and other parts of the country that do not penalize their own businesses. Businesses will stop leaving for Red States and Counties. It also collects millions in delinquent property taxes and brings in cash without imposing new burdens. I will review municipal agency operations to eliminate operational redundancies, optimize local governance, regulate the issuance of new public debt to mitigate systemic financial liabilities, and restructure municipal retirement obligations to stabilize long-term fiscal commitments and prevent fixed overhead from encroaching upon the city's general operating fund. The days of our out-of-control city debt are officially over if elected. By structurally starving uncooperative agencies of discretionary funding while aggressively enforcing local tax collection, this administration will leverage the full executive powers of the Home Rule Charter to ensure that municipal operations finally serve the hard-working taxpayers of Philadelphia, rather than funding the political agendas of the well-connected.

After my first 100 days, I’ll immediately appoint new School Board members who will advocate for parental rights and be committed to academic reform focused on our students’ literacy and strengthening basic skills to place us within the top ten school districts in the country. This mandate will expand vocational training, reinforce core academic courses, support students with disabilities and raise overall health and virtuous living standardsranging from nutrition to physical education and from moral philosophy to social etiquette and proper behavior. We will implement a comprehensive history curriculum that instills a deep appreciation for our shared Philadelphia, Pennsylvania, and United States heritage, emphasizing both our failures and our successes to rebalance the education system expanding the minds of our youths. Beyond traditional academics, our schools will equip students with essential life-survival skills extending from financial credit literacy to food cultivation. With me as your mayor, classrooms will heavily emphasize screen-free writing, reading, speaking, and listening skills to not only prepare students for survival in the real world, not the reelworld, but give them an appreciation of wanting to be active in local, state, and federal political and apolitical engagement. We’ll teach our kids how to better understand the biopsychosocial human condition and finally place parents back at the helm of their children’s schooling giving moms and dads access to full and absolute involvement of their day from pre-K until they reach the age of 18. We are no longer teaching moral relativism, and anything goes. The Law of Opposites exist, and kids need to learn these principles to be able to make their own decisions later in life. I will also launch a unified citywide mandatory dress code featuring a custom-designed Philadelphia student uniform and school-specific patches created by local principals, while working with the school board to ensure strong compliance and we’ll wake up the colors of white, yellow and blue so that they move about our city proudly. Learners will appreciate why the system is not stacked against them because of their identity. If you brainwash a kid to believe that no matter what they do in life, they will never succeed, because of institutional whatever, they’ll end up like Pavlov’s dogs.

No student wants to end up in jail! In my opinion, the reason why our kids today look so confused and depressed is that teaching structure, order and discipline have disappeared from the school system. We’ve tried for the last 25 years attempting to rid them of concrete thought; good and bad, right and wrong, up and down, left and right, etc., and with this erosion of objective truth they have lost the ability to be decisive because we have failed in giving them foundations. This is moral relativism, where anything can be anything, and we are stopping this disastrous education system. We have taught them to be uncertain, rather than certain; we have shown them how to be followers, rather than leaders;and we have programmed them, rather than deprogram them from agenda. How did we go from "what is the area of an object" to "do you see an object"? To protect good kids from the bullies, I will issue an executive directive utilizing localized law enforcement and strict board oversight to remove chronically disruptive and truant students from standard classrooms into secure alternative education programs, ensuring that good, hardworking schoolchildren will finally feel safe in their own schools. We will also encourage the best students with High School Diplomas to join the military, federal agencies and departments and civil servants, so that they can have a career after coming out, a nice 401k plan and pension so that they can retire with ease. We also need to crack down on the flash mobs and on the first day of the school year if elected, under my administration, all students in the Philadelphia School System will participate in a digital facial recognition program which will be incorporated into their student ID. By implementing a tap-enabled electronic NFC card system where all student verification and data pop up instantly, we ensure top-tier security while creating a lucrative municipal tech contract that generates revenue for the city whenever partnered American companies utilize the platform.
On top of this, if we transform standard administrative infrastructure into a revenue-generating tech pipeline we can commercialize and license proprietary city tools, such as, but not limited to, this NFC student verification platform.

An IEP (Individualized Education Program) is a legal document in the United States that details a personalized learning plan for a school-aged child with a disability. It ensures that the student receives specialized instruction and the necessary support services—such as extra test time, speech therapy, or a quiet workspace—to succeed in school at no cost to the parents. With regard to our special education students and their IEP’s the Board of Education will prioritize and enforce full funding, specialized instruction, smaller caseloads, and direct classroom support for students with cognitive, physical, neurological, and mental health challenges. At the same time, don’t get me wrong. We must end the cycle of simply pushing students through without actually teaching them, which is how the city has been neglecting them over the past 25 years. For these students we will ensure every child receives a high-quality education tailored to their unique abilities. The days of special education teachers sitting on their ass and handing out “busy-time” assignments instead of actual SWBATs, is over. We will mandate real parental inclusion in every step of the evaluation process, for these and all of our youth, meaning the district will no longer make placement or service decisions behind closed doors without families at the table. We have forgotten our students and those days are over. Nothing about us without us!
